width=\u00a0\u00bb1\/1&Prime; tablet_width_inherit=\u00a0\u00bbdefault\u00a0\u00bb tablet_text_alignment=\u00a0\u00bbdefault\u00a0\u00bb phone_text_alignment=\u00a0\u00bbdefault\u00a0\u00bb bg_image_animation=\u00a0\u00bbnone\u00a0\u00bb border_type=\u00a0\u00bbsimple\u00a0\u00bb column_border_width=\u00a0\u00bbnone\u00a0\u00bb column_border_style=\u00a0\u00bbsolid\u00a0\u00bb][vc_column_text]Toronto, ON \u2014 The Right2YourFace Coalition, a group made up of prominent civil society groups and scholars dedicated to calling for legislation to regulate the use of facial recognition technology, says new proposed government legislation for privacy and AI falls short and will be dangerous for Canadians.<\/p>\n<p>Among its many failings, Bill C-27\u2014which contains the\u00a0<em>Consumer Privacy Protection Act<\/em>\u00a0(CPPA) and the\u00a0<em>Artificial Intelligence and Data Act<\/em>\u00a0(AIDA)\u2014does not have clear definitions and contains too many exemptions that can leave facial recognition unregulated.<\/p>\n<p>\u201cFacial recognition technology is a powerful and invasive tool that is being used by actors across the public and private sectors, from law enforcement to shopping malls\u2014and there\u2019s little in the way of guardrails to protect us from it,\u201d\u00a0said Daniel Konikoff.<\/p>\n<p>In a new letter to the Minister of Public Safety and Minister of Innovation, Science and Industry and other affected parties,\u00a0the coalition points out:<\/p>\n<ul>\n<li>Biometric information should explicitly be considered sensitive information under the CPPA<\/li>\n<li>An exemption for\u00a0\u201clegitimate business purposes\u201d\u00a0is so broad that consumers will not be protected<\/li>\n<li>\u201cHigh impact systems\u201d\u00a0is undefined<\/li>\n<li>The government is not proposing to apply AIDA to government institutions including law enforcement and national security agencies<\/li>\n<li>\u00a0AIDA is too narrow in scope in how it calculates harm to the point of being ineffective<\/li>\n<\/ul>\n<p>Though ISED has produced some potential amendments to C-27, many lack concrete legislative language. Consequently, the Right2YourFace coalition must continue to insist on our points.<\/p>\n<p>\u201cThe government\u2019s\u00a0\u2018good intentions\u2019\u00a0are nowhere to be seen in the actual bill. We need real action to protect Canadians from unregulated and widespread technology that has been a disaster when it comes to racial profiling and other harms,\u201d\u00a0concluded York University\u2019s Prof. Evan Light.<\/p>\n<p>\u201cThe way to pressure test a new law is to see if it will do a better job at protecting people across Canada than the old one.
